The focus of the discourse on reforms in the arms procurement decision-making process needs now to be shifted from that of the last two decades to reaching a consensus on the precise objectives of the reforms. These have yet to be clearly stated, thereby delaying the formulation and implementation of a coherent arms procurement system. The Observer Research Foundation's programme on this important issue, following a seminar organized in May, 2012, has now moved to the second stage of identifying initiatives that can be taken in the executive and the legislative branches.
